On a 2009 Prius, the seat tracks were rusted in the front when the car was six months old. They were obviously not properly painted. Neither the Toyota Dealer nor customer experience has been helpful. Has anyone else had this problem?
That's what I was trying to establish. If he bought the car new then he would know the history but if he's bought it used, then there is the possibility that the car has had a water or damp issue. This could be a blocked a/c drain if he's lucky, to a car that's previously been flooded if he's unlucky. I'd be checking on whether there were severe floods in the immediate area of the previous owner shortly before it was sold.

My 06 had some rust on the drivers side only. Car was never in water, May be humidity on the trip from Japan in the whole? H
your car is 5 years old this guys car is 6 months old with rust on both seats not a good sign with so many floods from all over the county, this car could have come from many places in the USA
But the OP (who has now disappeared ) has only said the rust is at the front. I think we should establish further details form the OP about the age and background of the car.
