what are the metal covers around the wheels/brakes for? they sound cheap and I think rattle when I go over reflectors in the road. can these things be removed?

I think the OP is talking about the shields behind the disk-brakes. They are pretty flimsy but provide protection for the brake components. Part #3 in the linked picture?
+1 I'm sure this is what he's referencing. This is why I don't want to take off my plastic wheel covers. Too much of that shield is visible; don't like the look.
