    Does the dealer have to reset this to one beep and is there any charge to do if it is a new vehicle?

    The dealer ought to do it for you for free at time of purchase.

    I'm sure if you ask nicely they will do it. Or if not, as indicated above, you can stipulate a complimentary "configuration visit" in writing as a condition of you completing the purchase.
