The raw numbers being presented on CO2 emissions per mile are not the whole story. Let's say you drive 2 miles to the store, shop for an hour and drive home. Every experienced Prius driver knows that you won't be getting anywhere close to 50 mpg on that trip...thus your CO2 per mile will be much greater than the steady state numbers in all the studies. But in EV mode you will be getting very close to the rated CO2 per mile from electricity. And being a short trip, probably driving slowly, you may even be getting a higher MPGe, thus lower CO2/mile.
