Unfortunately, Toyota doesn't care about the less than 2% who would be willing to pay more for the ATP package. They've also switched to Softex instead of leather as it's cheaper to manufacture and keeps the price low, in order to drive more sales.
A further reason for Softex is that some eco-minded folks (the type that buy the Prius for its low gas consumption) like being eco-friendly in other ways - and leather is not an eco-friendly material. The cow produces a lot of greenhouse gases, and treating the hide to produce leather involves lots of nasty chemicals. (Personally, I don't care too much either way - I figure I've eaten enough burgers that I need to use a little bit of leather too to make sure I use the whole cow, right? )
