That's what I was thinking. Regulating a power supply isn't rocket science or all that costly. Certainly not a place on a hybrid vehicle to shave off a few bucks in production costs.
More "snake oil" devices for those who are gullible. The need for a "voltage stabilizer" pretty much disappeared along with the generators and mechanical voltage regulators. Things got even better with hybrids that make their 12 V by "stepping down" the HV battery.
