In most places you have a right to select the repair place of your choice. Did you choose the wrong insurance company? Your company should not be concerned about the cost, as the other company is paying them. Point that out to them, and insist they use proper Toyota parts. You can ALWAYS negotiate with insurance companies, though most don't want you to know that!
You can request for oem parts only but they allow them to get used ones. I've actually had my best experiences with progressive. You can also take it to a shop you choose, but the process will not be quite as easy as letting progressive handle it all.
I took it to the toyota collision center. But when progressive said they can use what ever parts they want, non OEM and used it scared me. My insurance is not paying for the repairs because I didn't want to use them since it wasn't my fault but they stated they use all new OEM parts for repairs
Who told you they use all new OEM parts, the Toyota collision center or your insurance company? Just curious in case I have an accident (that I don't want). Looks like you are going to have a good outcome.
My insurance and toyota collision center said they use new OEM pars to reduce after repair failures and warranty work.

I had a similar experience. Quoted by the other drivers ins cheaper prices for non OEM parts. My dealer only uses Toyota parts. The dealer simply accepted the ins check & discounted their parts prices to keep the work. Had there been additional hidden damage or parts beyond the ins estimate and check the dealer would have worked it out with their adjuster. It is a pain but I'm sure they will get it all sorted out. Once you have the car back, don't forget to call the adjuster to start a diminished value claim. A quick google shows SD is a diminished value state. Progressives quote for repair was 400 less than the body shop. It will be in for a week and a half. Lots of plastics damage under the bumper but structurally the frame was not affected. The headlight, bumper, fender, headlight washer, grill, alignment, wheel components, rim, tire, all need to be fixed. They are trying to weazle out on the steering components to make sure that they are ok but will have them checked after untold them that it did not feel like it used to. He is also going to try and get OEM new parts after I told him I DO NOT want used or non OEM parts installed.
Completely unacceptable. They did not feather the paint and they think this is a good job. The bumper is a completely different shade than the hood and the rest of the car. It sticks out like a sore thumb
