I do not know who wrote the caption but their geography is a little poor. I don't think this is in Germany. Where are the front number plates? Too many Suburbans in the background (white, black, grey and possibly another grey on the left). Of course this could be a US Forces base in Germany which would explain the number of American cars in the photo.

Here's a side view from Google Maps. Looks like there are solar panels on the south-side wall of the parking garage also.
