This is part of 2015 Paris Climate Agreement. Get details from wikipedia, or wherever your interest leads you. It is of current interest because US contributions to that fund to date are unlikely to continue in near future.

As a consequence other countries might curtail future contributions. Or not; it's up to them. Ref 3 here:

    Green Climate Fund - Wikipedia

tracks all that and is updated from time to time.

Some sources consider GCF a massive transfer of wealth to poorer nations. This is accurate, as far as it goes.

One perspective on international economic development is that countries at the bottom of energy supply or climate sensitivity are unlikely to be growing markets for your exports. Or growing sources for imported materials that your country might want. I stress that this is not the only perspective, and there have been many previous examples of international aid going into some leaders' pockets and not having intended results.

But if GCF comes anywhere close to achieving stated goals (and it still might, w/o US), I think it could be a good thing.

Other than diminishing GCF, US withdrawal from Paris Climate is likely to place the country on a somewhat higher CO2 emission path. And the world at a minutely higher temperature. GCF is the major thing here.

This horse might have twitched a bit so I resume beating.

One can read (in all the wrong places) that GCF constitutes a massive wealth transfer to China and India. So, by way of vaccination, I draw your attention again to

Projects + programmes - Green Climate Fund

Where you can see all the projects currently underway. There is one in India

FP045 Ground Water Recharge and Solar Micro Irrigation to Ensure Food Security and Enhance Resilience in Vulnerable Tribal Areas of Odisha - Project - Green Climate Fund

It has transferred $5.2 million of wealth so far to India, with more intended in future. My guess is about half of GCF funds so far have come from USA, so that is what you have paid. Like it or not eh?

I see no other wealth transfers to India and none at all to China so far. Could change in future I suppose. But please, let you ‘inner accountant’ rise up if you read about massive wealth transfers. I mean, golly.
