I have a 2005 Toyota Prius. I measured the voltage underneath the hood from the fuse box terminal and its reading 12 volts. I put the key into the slot and push the power button and nothing happens. There is a light with the red car shaped icon with a key blinking. Any ideas what this might be? The car doesn't start or run because the power button doesn't do anything.

welcome! 12 volts is too low. a new battery is 13. how old is it? you can try charging, but if it's more than 5 or 6 years, i would replace it.
I've also hooked up jumper cables to the battery in the back and still nothing happened. Headlight shows to be very strong and bright.

Ok. Never mind. The dash lights now turn back on as long as the key isn't in that slot to the right of the steering wheel. The problem now is the gas engine doesn't start. In the display screen it shows the battery near dead but shouldn't the gas engine still start?
If you can turn on accessory mode and ignition on mode, but not ready mode, then you should check the brake pedal switch. Does the "READY" light on the dash light up?
