It's not only about convenience: they also get to control the water in the mix.
Or specify distilled water for mixing? It would be good to have readily available full-strength Toyota Super Long Life coolant, specifically for instance where you've flushed out a contaminate, say a stop-leak product, and have a drained system with an indeterminate amount of residual water.
