2012 prius not going into gear with flashing press park icon

I recently changed the hv battery in my 2012 gen III prius. Afterward it refused to Start/Run. When I try to start I press the start button but the ready does not come on. When I try to put in drive or reverse the press park icon comes on and starts flashing and it beeps continuously and does nothing else. If I press park the light goes off but comes back on if I try to go in drive.
I read codes with Torque and a dongle. It did have the codes for a comm error to battery but it went away after I cleaned the battery connectors

 

I have 2 safety plugs. Both have been inserted with a three steps. Still no joy.

These images are from Dr. Prius and Torque apps. The current hv battery is the replacement from a wrecked prius. It turned out to also be bad. That is why the group 1 voltage is flat. Overall pack. Voltage is good but capacity is 0.
The 12 volt supply seems low as well battery voltage is 12.4 measured at battery with multimeter. The meters show the voltage at the ecu and the adapter.
I have tried to jump the car from the front fuse box connector. No help.

The battery connectors are clean and tight.
What is the minimum voltage

I Repaired the bad hv battery. I put in two good cells from my donor pack and it started right up.
