Yes you have to buy the Carista OBD adapter, but it works with every other OBD app out there, so you can use it with an app like Dr. Prius or Torque also.

I went to my local Toyota for an oil change and asked them to enable the window roll down feature with the remote. They gave me some mumbo gumbo response stating I had to pay for that. They told me it was a long process, they had to download a software update from Toyota to enable that, yada, yada, yada. I plugged in my ODB2 adapter and enabled it within a few seconds using Carista. The dealer tried to F me but I got the last laugh.

Was window rollup an option as well?

I think I recall a dealer of another brand giving me one 'free' option programming.
If you changed your mind, you'd pay through the nose.

I can confirm that VXDiag VCX PLUS works with my 2023 Prius Prime. Comes with Techstream 18. Only setting I have changed is the length of time the odometer displays after you shut off the car. The odometer setting seems to have persisted in the settings but I haven't driven since I changed it. Need a windows PC to run Techstream 18, install the drivers and you may have to use the profile for the 2023 Prius which I believe will work for all 5th Generation Prii. Pretty straightforward. You can download their installation files online.

4 models in the VXDiag VCX series. The middle 2 seem to be the sweet spot for the Prius with DoIP which means it should be able to talk with Techstream. I have not tried this yet. The cheapest VCX Nano which will not connect to Techstream is ~$130, the next cheapest is the VCX Nano which should be able to connect to Techstream but comes in plastic housing is ~$190, the one I purchased VCX Plus 4 in 1 is ~ $315 plus I believe I had to pay some extra tariff maybe like $30 to get it through customs is in an Aluminum case and is more rugged in durable. The most expensive one in the series is overkill for the Prius since it has coverage for several standards that are not compatible with Toyota OBD.

I have only had mine for less than a week but so far I have been impressed especially when you consider the price. Here is a link to the product comparison page.
