microsoft research has released songsmith. it is free to try, it includes 6 hours of actual program use (run time). if you want to purchase it, it is 29.95.

Microsoft Songsmith is a Music Composition Software for Microsoft Windows, launched in early 2009. Songsmith immediately generates a musical accompaniment after a voice is recorded. The user can choose different styles of music genres either Pop, R&B, Hiphop, Rock, Jazz, Reggae, or the like and change the tempo of the song. Songsmith has a feature to change the properties of the song which is either to make it joyful, sad, jazzy, and so on

What is Songsmith?

Songsmith generates musical accompaniment to match a singer’s voice. Just choose a musical style, sing into your PC’s microphone, and Songsmith will create backing music for you. Then share your songs with your friends and family, post your songs online, or create your own music videos.
