Yeah... if it seems too good to be true, it probably is. Also do you really want to introduce a 3rd party chip to the computer on your brand new Prius? Here is a good explanation I found on yahoo answers:

First, the only significant power increase you'll get by chipping is on a forced induction engine--by raising the boost. On naturally aspirated engines, the best you can expect is perhaps 5%--and that's a chip costing $1,000+. Another red flag is when a site says it won't void your warranty.
I would be afraid to put a $9.00 Module in my $30,000 Prius, not only would that void the Warranty...can you imagine the cost of a repair for the $9.00 Module then?? The cost of any repair or malfunction would buy me Gas for Years to come! Don't fall for it...even though there are some that are legit...you already are a MPG winner by having a Prius!
Sometimes significant improvements can be had by re-programming the ECU either directly or by "chip" I've done both on other vehicles. In every instance that I am aware of you either take a hit in fuel mileage or emissions or usually both. If it were possible to get even 1% mileage improvement by programming, I'm sure Toyota would do it.

It can cause a little leaner air mixture at the expense of dirtier output. These are a scam of course. But on the quote that no chip/ecu mod can make such results significantly better then stock that is wrong. They again can trade off many factors, emissions being one of them for better fuel economy. Honda/Toyota can not do this because the car would not be a ULEV or whatever LEV version it is anymore. You can trade emissions for more power in many cars as well.
