Well, maybe we now have a way to program the smart key. Has anyone tried this product: China Nand Technology Co., Ltd. It costs $95 delivered and the manufacture says it does the job. I am tempted to order one!
It may work for the transponder (key-in-dash) function. But the instructions don't mention anything about pressing the lock/unlock keys on the remote. That is a necessary part of programming the smart functions (proximity/remote keys). I think the term "Smart" refers to their logic that figures out which type of car is being programmed. It does a "smart" selection of the protocol required to register a transponder. It doesn't know anything about SKS. As for whether it works on the Prius at all, somebody's going to have to pony up $95 and try it. Not me.
I'm not exactly sure what this thing does, but for $35 I think it is worth a try, so I ordered one. My much bigger expense will be the smart key. But then again, my biggest risk is the $35, since I would need to buy the key & pay the dealer anyway. Here are its instructions. The English is well, Chinese.. Toyota Smart Key Maker (1) Add the other keys into the main key 1.Insert the key programmer to the car diagnostic interface OBD, and the instrument will enter into the procedure of car auto searching with a short sound of "di". 2.Push the start-button twice. After 7 seconds the vehicle will connect the devices successfully, and the equipment will send off a sound of "di" with 4-5 times, (4 sounds mean that the system is the 4th period, 5 sounds mean that the system is the 5th period); after waiting for 30 seconds the equipment will send off a long soung of "di", it means the car enter into "learning key state." (2) When lost all keys or only have the deputy key, we need to do it initialize: 1.Hold down the LED button on the equipment, and insert it into the OBD, and release the button after the sound of "di" twice,the device enter into the state of search vehicles in this time. : 2.Push the start-button twice. After 7 seconds the vehicle will connect the devices successfully, and the equipment will send off a sound of "di" with 4-5 times, (4 sounds mean that the system is the 4th period, 5 sounds mean that the system is the 5th period); after 5 seconds the lights of SEC will be off; after waiting for 10-16 minutes the equipment will send off a long sound of "di", and the SEC lights flashing, that means the car enter into "learning key state." (3) Learning the intelligent key to the anti-theft of computer: When the sign back of the intelligent keys near the launch button, will hear 2 sounds of "di""di" at this time, the SEC lights will flash twice;after learning all the intelligent keys, it have to wait for 30 seconds until the SEC lights flash and the system will close the learning pattern automatic.

Hi All: I ended up not getting the device. Even though the web site said shipping to USA $0.00, the vendor wanted to charge $20.00. I asked more questions about the operation of the unit, and finally got a straight answer: "The toyota smart key programmer can only program a new key.After that,the key can start the car,but the remote function cannot be used.You can use Launch x-431 or Toyota IT-II to match the code with the car's computer.Then the remote function of the key can be used." I decided not to get it, since it does not do much. That level of functionality can be gotten without any tool. Since they would not ship without may paying for the shipping, after admitting it was their mistake, I asked for a refund. I have yet to receive it. If I don't get it by next week, I will dispute the charge with PayPal.
