How do I pop the cover so I can fill the gas tank? It's stuck. Or the latch won't open it? Only one bar left on the gas gauge. Brand new car - less than 1000 miles - only filled the tank once thus far.
When you pull the lever, does it move at all? You might be able to get a tool to retract the pin, but I'd go to a dealer.

It's caused by the spring going dry from exposure to the elements, sand, and salt. Usually, it takes a few years. But a brand new one could have simply could have come without any/enough lubrication. Just have someone pull the lever as you push on the door. Then spray it with a few shots of WD-40.
My spring, bent metal on 2001 Prius. I stick a small rubber ball under the lever after I pull up on the lever, so it stays pulled up, while I go out and open the gas door.
