Either he wasn't supposed to apply them to that car (like that's never happened before...) or he had a qualifying hybrid w/HOV stickers already that was totaled and he applied for new ones on his Gen III. See Clean Air Stickers High Occupancy Vehicle HOV Lane Usage.
DMV may issue new Clean Air Stickers to ORIGINAL owners of qualifying hybrids purchased to replace hybrids that have been subsequently declared total/loss salvage. Applications for replacement must be filed within six months of the date of total loss/salvage. All Clean Air Stickers remain with the vehicle they were originally issued to and cannot be transferred to any other vehicle. If you purchase a vehicle that has a Clean Air Sticker you may transfer the sticker to your name.

And in 2012 you can buy a Plug in Prius (when available) to get the new sticker color in California....so a 6 month minimum lag (the stickers are not available until the beginning of 2012 and the Plug in comes some time in 2012)
