I've heard some people mention, that in some areas, the internal PTC cabin heaters were missing the relays and didn't work. They mentioned that the relays were in the glove box and that they easily installed them manually. There were no relays in my glove box, but I couldn't be sure if they were installed. So I took a picture of my "relays and fuses box" for someone with experience to examine. Are the PTC heater relays installed in my car? No, those two are marked in the manual - the left one is labeled "S-HORN 10A No circuit", the right one has a slash through it in the diagram, presumably also indicating that there is no circuit there. All the fuses that you'd expect to see are present, from what I can tell - the only missing ones are for systems your car doesn't have, like the headlight washers. The repair manual shows that the PTC relay is built into the integration relay - which is apparently the big gray thing in that photo labeled "relay integration". The person who had that problem had a Gen II Prius, which must've had the PTC relays separate. The separate relays in that box (the blue ones) are for the cooling fans and other rather noticeable things.
