I just had an Oregon dealer tell me that because I'm not an OR resident, they can't offer me TFS incentives. This after I was told that my credit is good enough for the 0% APR + $2k cash back. I call BS, but are they right?
Oregon is in the Portland Region. You are not. Using 97201 the only incentives that come up on the Toyota site are ToyotaCare (until 10/1/12) & $1000 military rebate. The fine print in part: Some restrictions apply. Program may not be available in all states. Not all applicants will apply or qualify. The Military Rebate Program is subject to change or terminate at any time. If part of the fine print is a residency requirement then you don't qualify. Sorry.
Well yeah. Question is what does that fine print actually say? I now have a dealer in Medford telling me the exact opposite of what the Eugene dealer said.

what number? the dealer was offering an insanely good deal but backed out because of this supposed technicality
i wonder if this would be true if you were paying cash? say on a straight discount instead of financing incentives.
there was another thread where the poster said that they could not get the rebate if they paid cash – they had to finance through TFS. makes sense – the bank wants to make some money too.
He's telling you the truth. Since you're not in state, and aren't titling the car WITH the dealership, there's no way to guarantee title to TFS if they are not the titling entity. I'd tell you the same. If you fail to register the car properly, or the DMV doesn't handle the title right, the dealership's exposed to having to give the $ back if the car isn't properly titled. I can tell you, if I am not personally involved with a buyer out of state, like it being someone I know and trust, no way would I sell out of state and use TFS financing. No way. It's too risky. By the way, you can call the Toyota Help Line all you want. It isn't going to help - every dealership has their own policy about how they handle payment. Respect that.
So it's a DMV paperwork issue, not a residency issue. In which case if the dealer decides to handle all of the DMV paperwork themselves, this isn't really a problem. Right?
To my knowledge, there is no way to 100% guarantee this unless the dealership handles their own DMV work in their own state. Doing title work in a different state isn't possible in CA.
