I just noticed this on my 2012 Prius Five. It has a blue button on the bottom side of it. I can not find anything in the owners manual.
Many dealers are adding a KARR security system to Priis because they sit out on their lot. A KARR system has motion and shatter sensors beyond the factory system. Also, it has a fuel rail dis-abler and features rolling codes for the SKS (non scannable). You would have been charged for this unless you talked the dealer into extracting the control module for it thus rendering it inoperable.
I think what you're seeing is actually the system disable plug. When I bought my Prius, they put that little device onto an existing plug and it disabled the KARR system.
It looks like the OBD port to me. If that isn't the OBD port where is it located in relation to the OBD?
