Arizona PIP owners: The blue plate is now available in limited numbers. My plate just arrived! Coincidentally, the color goes well with Clearwater Blue It's also being made available to Volt, Ford plugins, etc. Additional energy-efficient license plates now available from ADOT
Indeed, I believe the same plate is available for full electrics, too. My neighbor's Leaf and a nearby Tesla Model S have it, but the "hybrid" logo is not present on the BEV version of the plate.

This is interesting. As far as I know, this makes AZ the second state other than CA to offer free HOV limited only to plug-ins. Sounds like AZ will have mix of hybrids/plug-ins in the HOV, whereas only plug-ins qualify for the new plates. Virginia's system is somewhat similar to AZ but VA has not limited HOV access to plug-ins, and generally VA seems to be moving to HOT3 lanes not allowing free single occupant access to anyone. Limiting HOV access to plug-ins works as a incentive for helping plug-in sales, assuming the free HOV access is important for reducing commute times in your state. The AZ write-up seems to suggest Federal law as basis, but unclear to me if the Feds now require the HOV access limited to plug-ins (vs. Hybrids), or if that's a state policy.
FWIW, there are NO HOV lanes in AZ, except in/around Phoenix. There are no HOV lanes down here in Tucson, the state's 2nd largest city.
Even though I don't live near Phoenix I though I would apply for the plates given how inexpensive they are. But it seems you can't transfer your "personalization" to the HOV plates, or so I was told when I called to inquire. Does anyone know any different? Richard
Tucson only has one freeway going through it (10 miles city proper?) that has the possibility of car pool lanes.
You may not. How is giving them $12 considered more money? Barely covers the cost of stamping and shipping them.
