The only time I saw something looking like this, was the underneath car rammed the back of the other car. I don't see how a car could back that far over another car. I saw this incident on ABC this morning and they also reported a meeting between the President and "Ronald" Castro, maybe they're trying to compete with FOX.

That's only because it's in the wrong location for a hatch. "An LAPD armored SUV used the PIT maneuver to stop the Toyota Prius, and other SWAT vehicles immediately moved to block the suspect...." Overkill? Police Brutality? Karma?
The guy handing out high fives and possibly money was probably meant to force the police to slow down, lest they hit some civilians in their pursuit of the suspect. You can bet if someone starts tossing money from their vehicle, people will get stupid and run towards it. Of course, that would add charges to the suspect later as well, I'm guessing reckless endangerment. I'm actually surprised by the fact that he was driving so slow. Why didn't the cops go around the block and cut him off earlier? Not like he was speeding or anything like that, unless he was just doing this because he thought it was funny.
