What is the purpose of this plastic?

    +1, it helps break up the air turbulence around the tire/wheel.

    They should be there in back as well. They're for aerodynamics, deflecting air away from the wheel well.

    Directs air "pumped forward" by the advancing tire downward, reducing drag and as noted above, reduces turbulence of the mixing impinging ambient and pumped air flows.
