I bought mine in 2007 and I remember an issue with Toyota needing to derate the mileage the next year for more realistic conditions. As far as I know, it's the same car if sold in North America.
Don't use Google Search for this. Instead, use www.fueleconomy.gov, run by the U.S. Department of Energy and the EPA. As fotomoto shows, it can show you both the original window sticker numbers, and the revised (downward) numbers under the latest rules. There was a big rule change for 2008, and a smaller one much more recently.
funny thing is, my 2004 was getting 60 mpg, until the epa changed the rules mid stream. suddenly, my mpg's dropped like a rock.
As others have already said, 2008 was when the EPA went to the 5-cycle test which includes higher top speed (up to 70 mph) and includes A/C usage. So all cars would have seen a revised number for 2008 (or 2009). There's a slight change for 2017 as well (change in the rolling calculation) but because it's not as drastic, I think some manufacturers are waiting until their cars are redesigned to update the numbers.
