The tax should be much higher, but it's better than nothing. Still wish it would be indexed to inflation, something that should have been done since the beginning.

People are naturally averse to paying taxes, especially more of them. What if we added up all the costs of the various modes of transportation, and divided it by the users? Never mind calling it a tax; we're simply paying the costs.
