The clips that hold the cover of my relay box are broken of and I think it’s best to replace it , is it complicated? Don’t wan’t to do any damage to the cables or anything else.
The clips are on the cover yes? Hope so because if you have to replace the bottom part of the under hood fuse box that's a little work done by someone who knows what there doing.
Does yours not stay in position? I think I have the same problem. Mine doesn't seem to have any clips but it kind of snaps in at the bottom and then doesn't move anywhere. It hasn't caused any problems yet in my 2+ years of ownership (Gen 2 car).
The top cover has 2 extruded hinges that snap over hooks on the bottom case. Your probably missing the top cover hinges. 2004-2009 Toyota Prius Fuse Box Cover | eBay To take that cover off press in the bottom part of the cover along the top edge and pull the top cover away from the top. Pops right off really easy.

(Doing her best to undo my attempts to minimize our family's carbon footprint). I see now there are metal clips that appear to be missing from the bottom of the case. I could probably go to a wrecking yard and look for them, but as stated the cover never seems to go anywhere, even without the clips.
