hellow, my battery fan work just when connected OBD with hybrid assistant app, if not connected fan is sleep. outside temperature 30C, what is problem can you help? and car battery internal resistance is 0.023-0.027ohm its normal?
Sounds normal to me. The fan is controlled by an ecu that is monitoring the battery temperature. How hot is the battery?
As long as you don't see the red triangle light, when you removed the obd2 with the fan "sleeping", the car's ECU would take care of the rest. But from the resistance vues, appears the battery is getting hot already.
On my third gen, pretty sure the fan was coming on, maybe speed one or two, around 35C battery temp. It's been a few years since I monitored, so not sure. There's some blower motor troubleshooting info in the attached. I've only skimmed, but hopefully will help.
