If you WANT to believe the administration, OBL was behind it all, and since it didn't work as he expected he came back for a second shot in 2001. Since I don't have access to all the intel, and never will, all I can say is I don't know. Remember that they (the adminstration) also told us that there were WMDs in Iraq.
I don't think anyone can say for sure. Perhaps that's the penalty for having built so much infrastructure...building lots of targets, too...? I mean, Native Americans created thriving societies...but ones which didn't rely on the construction of a lots of 'stuff.' Gosh, with all of the upcoming bond measures to repair all the 'stuff' that politicians never put any money aside to maintain in the first place...I'm wondering if in another 30-50 years we'll be facing a crisis of epic proportions. I know this is off topic, but it does have me thinking...
