So I didn't even know the Prius had a HUD, saw the button and tried to push it etc but didn't see anything happen.

It seems the previous owner either covered it/scratched it or some cleaner reacted to the display itself (see photo)?

Anyone know what material it is whether plastic or glass and what to try use to clean it off? Isopropyl alcohol?

The Gen 3 for the North American market does not have an OEM HUD. I am guessing that the previous owner of your car installed an aftermarket HUD. Take a picture from the inside of the car of the one installed. The picture you took through the windshield has a lot of glare and is different to see.

I'm based in the United Kingdom (UK) so guessing it's EU spec model. Checked again earlier and it does indeed have a functioning HUD but the plastic on top is either scratched or reacted to something. Will post a picture tomorrow when on the computer as can't seem to be able to via phone.
