if it's been sitting, you'll at least need a new 12v before you begin figuring out any other problems. The HV battery probably will be dead too

How long is "quite some time"? Months? Years?

Replace or fully recharge the 12V battery, then clear the codes (after saving them first) and rescan the car.

Before trying to start the car, check the voltages of the individual blocks on the hybrid vehicle (HV) battery and ensure there is not too much variation (as in less than 0.3 V) between each one. If the total voltage of the HV battery is less than 209 V, find a way to charge it to at least 235 V.

Once the HV battery has been verified, you can attempt to start the car.

If you still have the Cxxxx codes, you should pursue those. The B1423 code is an A/C code you should pursue it if you fix the Cxxxx codes; it is not a priority. The B1421 you can ignore if the codes were read out of direct sunlight. It is simply telling you it did not detect bright sunlight. You will notice it does not set a warning light on the dash, either.

    I hope that helps.

    Thanks much!
Going after the c2310. Somewhere on here I found individual testing transmission control. Testing harness connector transmission control ECU assembly and P con. Fuse which I found to be good. Was told that could monitor transmission control on text stream. Not sure of procedure going to post picture of screen if anybody knows if this can be done. To test for short or bad connection. One spot I read red triangle blank on and off according to bumps was hoping to monitor on computer and wiggle wires. Appreciate any help thanks.

Have you performed a full scan of all systems using Techstream?
    What errors remain?

The "Transmission Control system" on a Gen2 Prius is a fancy name for the ecu and motor that engages the parking pawl. This prevents the car from rolling away when you turn it off. It disengages the pawl when you have the car "ready" and shift into drive or reverse.

The Techstream data screen shows 0V for "Battery Voltage". A not uncommon cause for that on a Gen2 is a corroded connection in the underhood fuse box. (underneath a black plastic "shield")

The usual repair is to bypass the connector by splicing the two blue wires together.
