The snap on scanner, does it have a dedicated function to perform the brake bleed after abs unit replacement? Seems it is capable because you can run the pump manually from it.

Really strange what is happening.. no error codes. It senses it and throws error, but just simply does not want to command the pump to run and the pump can be commanded from the scanner. So software/hardware part is fine for this. Some logic inside the firmware does not want to command the pump.

I know it is hard, the old one, was running continuously right? but it was building pressure. Can you swap it with old one and see if it is working? Just to rule out any procedure / connection or electrical issues.

The old one was running continuously but nothing else has changed since then except for the pump. The scanner does have a procedhre for it but it wasn't the best. However, I don't think that could have caused this issue. Swapping back the junk pump to test if it is more junk seems like more trouble than it's worth. I think we are just going to get a brand new OEM pump.

new OEM pump - Actuator unit? https://parts.longotoyotaofprosper.com/oem-parts/toyota-actuator-assembly-brake-4450047141 . $1216 is today's price.

If you can, try the Autel MaxiAP200 before buying this. ~$70. I used this one when replacing the actuator unit. It was running every 10 seconds for 5-6 seconds. Irritating..

If you replace it with new one, don't forget to replace the resistor also. Kind of a pain, but doable.
