2013 Prius, 118,000 miles, with the following warning lights lit: brake, abs, slip indicator. I bought a code reader but it shows no codes (although I am not certain it is correct). Instructions say to turn key on but not to start vehicle. Tried to hit the start button with no foot on brake but it will only even register the VIN when I actually start car. Any suggestions? i do have brakes but I am a few miles from the closest Toyota dealer. About 10 miles from a "good" Toyota dealer.

Without your foot on the brake, you should pressure the start button once. Then, wait a few seconds and push the start button again. The scanner should now work as long as your 12v battery is good.

You can also put the car into ready and use the scanner. It will work either way with the scanner.

    What scanner are you using?

Push the start button twice, without pressing the brake pedal.

That is like putting a non hybrid car in the RUN position, but not turning the key all the way
    to engage the starter.

Does your reader read ABS systems? It should say on it.

Apparently not. Says it cannot read non-OBDII systems including abs. I had bought this for a truck I owned, looks like no good for a prius.

That scanner is very basic and looks like it can only read generic OBD2 codes. Read post #1 and then scroll down to post #37 in this thread, https://priuschat.com/index.php?posts/3246758
The Autel AP200 is my recommendation. It costs ~$60 on Amazon.

When you don't have a code reader that can show you the brake / skid / traction codes you have, the fastest way to get those codes is this:

Blink (a/k/a Flash) Codes – How to. | PriusChat

You can fuss with shopping for a better code reader later, after you know what the codes are.

Ok, so I broke down and bought a code reader. C1391 is my issue.

Give Tampa Hybrids a call and ask them about options to get this fixed. It is not going to be cheap.

Thanks, has Toyota ever extended their extended warranty on this issue? I'm told they went to 10 years and not sure how many miles. For a known safety issue one would think they would cover this or replace the system.

A car is chock full of parts that will cause safety issues when they wear out.

The ones that give rise to recalls or customer support programs are ones that fail, through some defect, a lot earlier than they'd be expected to wear out. It's not the same as a guarantee that the thing won't ever wear out.
