sure, but you'd have to route a pretty heavy cable from the battery to under the hood. wouldn't it be easier to put a pigtail under the rear seat that you could pull out to connect to, or do you need it for a maintainer? maybe someone knows of a 12v source under the hood.
I had an old 2012 C; I thought there was a clip point after removing the fuse-box cover on the drivers side. I think is was a skinny silver tab, not wide enough for a standard battery jumper cable clamp - but I do remember it being there. https://www.aa1car.com/library/prius_jump_start.jpg
There’s always a way. It’s under the rear seat IIRC? My 2 cents: get a couple of battery cables, something like this: Connect red cable to the battery positive (piggyback it on the clamp bolt) and the black similar, either right at negative battery post or a nearby bolt into the car body (ground). Then run the cables out to an accessible spot, maybe attach small plates for easier clamping (of charger or jump pack alligator clips). To finish, you need to ensure: 1. there’s NO chance of the neg and pos touching, or pos touching bare metal of car body. 2. it’s not going to get stepped on. 3. It’s secure, neat and so on. there might even be a readymade product, cables to a box with clamp points and a cover.
As I recall; pulling that access panel and putting it back on without breaking something was a PITA. That was doing it in my driveway, before finding out about the jump point under the hood. I'm talking about new plastic, only a couple of years old - not decade old stuff that's likely much more brittle.
