Anyone fixed the front brakes issue to fit 14" wheels?

There's (allegedly) a clearance issue with the front brakes preventing the safe installation of 14 inch wheels. I can't find any examples of people who've solved it, and I don't know enough about the toyota catalogue and aftermarket to figure it out myself. I have a techstream so bleeding isn't an issue if completely swapping the thing is needed. Does anyone have a lead on what parts I need to be looking at?
