Taking your foot off the accelerator IS user input. It doesn't happen "at random" as you said, it happens when the car slows down due to... user input.
Personally, I like advising cars following me when my car is slowing down.

If i was pressing the Brake you would be in my backseat
user input would be pressing the brake peddle which would strobe the hatch mounted 3rd light

    5 year sabbatical?

currently, the bolt brake lights operate on a decelerometer, or pressing the brake pedal

On the second design models. On the earlier models, if you let regen stop the car, the brake lights go out when you're no longer rolling.

maybe it is only the places i have driven in the last 50+ years, but i have never seen anyone trying to drive smoothly in heavy stop and go traffic except myself. and all that results in is lane changers continually pulling in front of me.
    try the dc beltway sometime

This must be on the newer hybrids/EVs from GM. Every GM Volt I've driven (2012-2015) didn't put on any brake lights during a regen, same for my 2017 Prius Prime. Does anybody have a list of exactly which cars out there "switch on" the brake lights during regen?

Regen on a Volt or Prius is not like one pedal drive on a Bolt. When turned on the brake pedal rarely gets used, so automatic brake lights are must. On the interstate I turn off one pedal drive so it's more like a conventional car.

Most modern Electric Vehicles (EVs) with strong regenerative braking (one-pedal driving) activate brake lights based on deceleration thresholds, not just pedal position. Tesla (all models), Chevrolet Bolt/Equinox EV, Rivian R1T, and many Hyundai/Kia/Genesis models in "i-Pedal" or maximum regen modes turn on brake lights when the car slows down significantly, usually around \(0.1g\) to \(0.2g\) of deceleration

Interesting. Thank you @bisco, that certainly makes sense as the EVs with regen (Bolt I drove had insane regen in 1-pedal mode) would likely need brake lights to avoid rear-end collisions.

I've been told by cops not to downshift when driving a manual, people could run into you and my response was "if they didn't hear that loud POP-brapp-POP" in front of them they must not've been paying attention. I don't do it much, but every time I borrow a friend's car and we go down some hills, I tend to forget & drop a gear like it's a 4-cylinder Yaris & go "whoa, my eardrums are ringing" lol

The Bolt in 1-pedal driving mode could come to a complete stop from highway speed, that was pretty cool...
