Yes, probably means Apply, I just automatically thought it was Accumulator since its pressure source

That's not a concern, that's what they normally do. They actually live in the fail-safe position all the time, only switching to fly-by-wire when you go on the pedal, if everything checks out, as described → in this post←.

If you think of it, that's kind of how you'd want it to be. If anything doesn't check out at the time you go on the brakes, they just stay fail-safe; nothing has to switch to make that happen.
