Yes, this is real. It's not really a breakthrough, but good engineering aimed at increasing the efficiency of hydrogen generation from water. You still need to start with more energy than you get back, but the transfer rate is higher than other methods of splitting water into oxygen and hydrogen, and it will work with any primary energy source. yes breaking water into hydrogen & oxygen through electrolysis requires too much energy, that's why almost all commercial Hydrogen that is avail for purchase is obtained from natural gas. besides, the earth may be 2/3's water, but fresh drinking water is actually a very limited resource, so using fresh water to power cars is as stupid an idea as using corn.
