It's been pretty much decided by people around here that this is one of those dead issues that was brought up in the news because they apparently had nothing else. These laws arn't currently going anywhere as they're simply not currently practical at all. The costs would be much too high for the technology to track all cars as well as collect the tax. The increase in money they might get wouldn't even begin to cover the costs, since hybrids are still not all that widespread. Even if everyone drove a hybrid, it would be 1,000 times cheaper and easier to simply raise the gas tax.
