I think I may have found a license plate frame that will not cover the word "Arizona" at the top of the plate but WILL allow one to have personalized text or characters written at the bottom of the frame. Their frames are a little pricey but I really miss the sayings I had on my old frame. Unfortunately, the back of a Prius is plastic so I cannot put a magnetic bumper sticker on it.
Those are a little pricey, but they do seem to be hard to find. I havent ever worked with the site though, sorry Bobbie
