My dealer was able to get me the VIN when the allocated vehicle got to the port. She knew what cars were coming on what ship and earmarked one for me. See the various threads about ship tracking and car carriers to follow the ship your car is on and I think there's a good one that explains allocation. Good luck!
Same here. Mine had a partial VIN when the car got to the US and then the rest of it a couple of days later (several days before it arrived at the dealership).
I knew my vin when the car was on the boat 10 days before arrival. Some dealers on the SET site display full vins and mine by chance had it.
