The dealer is "supposed" to perform all of the items on a pre-delivery checklist, which includes charging the 12V battery.

Since we don't know the initial state of the 12V battery when the car was purchased, I don't necessarily agree with this statement.
Seems like the PPP is "Cash for Clunkers" for business.
Could be that the dealer didn't maintain the 12V charge while it sat on the lot. Putting 14 miles on it didn't help, nor did letting it sit for 3...
