A little further info... I tested the fuse link assembly myself, and it is *positively not* shorted. I think the service manager was just feeding...
Follow-up: just got the car back from the dealer. $60 for the fuse link assembly, $140 for 1.5 hrs service, $207.32 total and the car seems good...
The alligator clip only bridged the gap in the fuse, so most of the fuse arm was still intact - another section of the fuse would blow if need be....
