2013 prius p0032 need help!

I did a engine swap and had a map sensor code show up and i found broken wires in The harness. I fixed it and now have p0032 . The sensor is good. I checked all the wiring. I have 12-14vdc on pin 2 on plug, but also 12-14v on pin 1. Harness is not shorted or grounded. The voltage is coming from my ecu. I'm thinking I need a new ecu. I have another ecu from a donor car . I swapped them and still have the same results. Pin 1 should be ground from ecu right?
