Just bought my first Prius Two (2014) and love it so far. State of TX requires a front license plate so I'm looking for the OEM part number for that year front license plate base. I did a search on the forum here and found it to be super helpful. Unfortunately, I never saw WHERE to buy a new base kit or the stock part number I could search for. I'd rather not just drill into the bumper directly and it doesn't look like Amazon has much to offer. No offense but I'm not into the relocation kit (just not interested in anything THAT fancy.) Great forum so far. Thanks for any advice! I'm looking for whatever is "stock". I found this pic online to help. (I'm guessing that's stock.)

Something kind of weird. So I bought a kit off ebay along with the hardware that you can use to mount it. It looks like you use the tapping screws in the large holes (which actually line up perfectly w/ the dimples in the bumper) to mount the base. BUT...then how would one mount the plate? there's nothing on the back side for the screws to grab on to. And of course if you were to mount the plate onto the base first, then you couldn't mount the base because the large holes would be covered by the license plate you just bolted onto it. I guess I could mount the base with the tapping screws first, then use the other tapping screws to attach the plate but in reality, those screws would go through the base (not really touching it) and then screw MORE holes into the bumper.
Yeah, there's a missing piece. I would say you need a metal clip with threaded hole, that pushes onto the inside edges, per this: And then the fine threaded screws go through your plate and screw into that clip. I'd try contacting the seller first, seem like they screwed up, pardon the pun. Some pics from mine, a bit different but same principle:
