    Nope - it's poor form that the dealer didn't do it when they prepared the car when first sold.

    Yes, with the right tool. The most straightforward is probably the afore mentioned Carista. There are other tools an owner can use. IIRC, the Dr. Prius app is another. Also, Techstream with a Windows laptop and the right connector will let you do anything the dealer can do.
