not if it is much further than spec, but the battery charge shouldn't affect it. did you use oem parts?
I dont use oem, but I use quality parts. Its not problem of parts therevcould be something with bsrke system, fluid pads and etc, everything is new... battery charging efects on brakes if battery is less then 90% u can feel regenerative braking
when you step hard on the brake (as in an emergency, or stopping distance test) it's all friction braking.
