The having to be on the car when it's sold is something other states haven't done. That one is tough for the DIY crowd because a cat buyer could insists on charging you to remove it, but maybe there's a work around that buyer and seller could agree on to follow the intent of the law? Also haven't seen the one cat per day selling... And more laws is one way, but an awareness raising campaign about loud metal cutting sounds in the middle of the night would help alot too and no one seems to want to go there on that one.
