"B" mode is for engine Braking, which, depending on your speed, uses the ICE or slightly more resistive regen braking to slow the car down. It is most useful when descending a long hill, or in other situations where making the car tend to slow more us useful.
For the most part B is for long steep hills. It is like "jake brakes" using the ICE to brake the car. I have used it once on a major Rocky Mountain Pass. As noted there are many, many discussions on this.
