Does Gen 2 have 2 Catalytic Converters? One of the 2 on a Gen 4 looks like it's way down behind the engine, so may be harder to steal?
I would suggest the Prius diagram is that of a Prius Gen 4 and the highlighted catalytic converter in no way represents the Gen 2 cat design. I have attached a copy of my catalytic converter in a custom designed cage harness - cost a bomb to put together, but won’t be easy to slice through with a razor saw - but I digress; I’ve supplied the picture to highlight the proximity of the 2 cat pods and how easy it is for immoral criminals to easily harvest them from under a Gen 2 and make a quick criminal financial killing. They’re jacking up Gen 2s in the UK with quick release portable jacks, slicing through and removing these 2 pods in under 90 seconds - literally always unchallenged iPhone 6s +

It’s some kind of high heat resistant bonding paste, used to ensure those parts don’t rattle or vibrate (or resonate). The whole kaboodle works, and it works well.
